论我国政府管理中特定支持与散布性支持的平衡

On Balance of Specific Supports and Distribution Supports in Governmental Administration in Our Country

政治系统理论认为,来自公众的散布性支持和特定支持是消除输入对政治系统所产生的压力,使系统得以维持下去的两种非常重要的方式。长期以来我国政府管理在理论上未能区分这两种不同功能的支持,在实践中又出现了二者的明显失衡,即过于依赖公众的散布性支持而对特定支持重视不够。其后果是公众对国家尤其是对政府认同的下降与支持的减弱,而导致压力加大。正确区分这两种支持,把握二者的平衡,是当前我国政府管理的一个关键性问题,有利于政府在管理过程中充分利用二者的不同功能并通过发挥其"合力"的作用将整个政治系统的压力降到最低。这对正处于公共危机频发期的我国而言,尤其具有特别重要的意义。

The theory of political system argues that specific supports and distribution supports, which come from the public, are two very important ways for the elimination of pressure of the political system.For a long time, theoretically, the governmental administration in our country could not distinguish these two different supports which have different functions, and practically, there is a clear imbalance between them, namely too much dependence on distribution supports and ignorance of specific supports. The consequence will be the decline of the public identity on the state or the government.Thus, it's a key issue for governmental administration to distinguish the two supports and balance them properly,which will help the government to eliminate pressure which comes from political system by making full use of their joint forces.It is of special significance for our country which is dealing with frequent public crisis.
