农村义务教育投资体制与管理体制创新研究

由于我国农村义务教育投入体制存在诸多弊端,与之相适应,我国农村义务教育管理体制也存在严重缺陷。因此,农村义务教育体制必须进行创新:义务教育的投资以中等县水平为基础,不足部分由国家财政补贴,并且实行多元投资渠道,从而保障义务教育的资金来源;随着投资体制发生转变,义务教育的管理体制也应与之相适应,在县域内成立农村义务教育管理委员会以及在乡镇一级实行中心学校校长负责制,实现义务教育管理的责权利相统一,为我国现代化建设培养高素质人才。

The investment system of popularizing compulsory education has great strategic meanings in our country. The structure of education of rural obligation of our country has had a great deal of limitations since the foundation of the state. Financial difficulty make ＂taking county as the main fact＂ investment structure existing the serious defect in because of depressed area. Moreover, there exists serious problem to the compulsory education in macro and micro management. So, must carry on innovative research to rural compulsory education： The investment in compulsory education is based on medium-level county level, the insufficient part is by the national financial subsidy, and implement the plural investment channel, thus ensure the capital source of compulsory education. As the investment structure is changed, the management system of compulsory education should be suitable for it too, within range of the county set up steering committee and implement headmaster＇s responsibility system of the center school in the villages and towns . so can achieve the responsibility right of management for compulsory education unified, train talents for the modernization of our country.
