摘要
邓小平对废除干部领导职务终身制进行了深入思考和大胆实践:在改革步骤上,他把"进"摆在第一位,为废除干部领导职务终身制作好干部准备;在制度安排上,他主张建立干部离退休制度、任期制度及公务员制度,为废除干部领导职务终身制提供制度保证;在组织形式上,他提议设立顾问委员会,作为干部领导职务由终身制走向离退休制的过渡办法。同时提倡老干部带头退出领导岗位并身体力行,为废除干部领导职务终身制作出了表率。
Deng Xiaoping thought of abolishing lifelong system of the cadres' leading post deeply and bravely put it into practice. When considering the reform steps, he put "cadre entrance" in the first place in order to prepare for abolishing lifelong cadre-post-system. In institutional arrangement, he stuck to establishing cadre retiring system, system of tenure of office and civil servant system in order to provide institutional guarantee for abolishing lifelong cadre-post-system. In organizational form, he proposed to establish consultative committee as a-transitional method for cadre system to transit from lifelong system to retirement system. Meanwhile, he advocated that old carders should be first to retire so as to set an example of abolishing lifelong system of cadres' staying in post.
