摘要
阐明大学发展战略机构设置的必然性和研究分类的选择依据,对选定样本范畴的大学发展战略机构设置进行网络调查与分析,结果表明:各级院校发展战略机构有效设置总比为7.26%,总体状况不容乐观,其中"985"工程院校有效比高达37.8%,以"大学"为名称后缀院校有效比为20.06%,以"大学"为名称后缀的院校之外的700所本科院校有效比为10.0%,专科院校、高职院校、民办院校、成人院校有效比分别为1.9%、0、1.9%、1.8%;发展战略机构有效二级设置表现出同省市内容框架设置近似、具体内容存在较大差异、自主设置特点;最后,结合理论趋势和实践环境为河北理工大学发展战略机构设置创新提出系列建议。
This paper drives home the inevitability of establishing organizations for university development strategy and studies the criteria for classifying institutions of higher learning. Based on a network survey and an analysis of selected samples, we find that schools with effective setups for development strategy account for 7.26% of all institutions of higher learning while this figure is 37.8% among the schools of "Project 985", 20.06% in schools named with "university", 10.0% in other 700 colleges, and 1.9% ,0%, 1.9%, 1.8% in two-year or three-year colleges, vocational schools, private schools and adult education schools respectively. The effective secondary setups for development strategy are similar in frameworl~ to those of the provinces but show great differences in specific content and features of autonomy. Finally, we put forward a series of proposals for reforming the setup of Hebei Polytechnic University development strategy.
