摘要
《科学引文索引》(SC I)、《工程索引》(EI)、《科技会议录索引》(ISTP)和《中国科技论文统计与引文分析数据库》(CSTPC)是国际上广泛承认的、比较权威和相对客观的科研成果评价工具。它们在科研资源配置、成果量化和人才培养方面具有积极作用,但在其评价过程中也存在重视文章数量而忽略文章引用率等缺点。为此,高校科研成果评价应坚持各学科间同类相比;注重质量评估;将SC I、EI、ISTP纳入我国的科研综合评价体系,并构建和完善适应我国的独立科研成果评价体系,以此来提高高校科研管理水平。
SCI, EI, ISTP, and CSTPC are widely accepted as objective criteria for assessing scientific research in universities. This paper introduces the features of SCI, EI, ISTP, and CSTPC, points out the functions they play in allocating scientific research resources, quantifying scientific achievements and producing talents and their weaknesses such as overemphasizing the quantity and neglecting the citation rate, and finally offers some Suggestions as to how to construct an adequate assessing system in China so as to improve scientific research management in universities.
