摘要
目的开发和建立以突发公共卫生事件预警、报告、预案管理、会商决策、应急资源协同指挥等为基本功能的管理信息系统,实现对突发公共卫生事件的高敏感性的动态监测、预警及高效的应急处理。方法应用一系列成熟的计算机、GIS、流行病学、生物数学及通讯新技术,采用可视化及面向对象设计开发技术开发完成。结果经过近2年的研究与开发,形成一套包含了本底资料采集、预警分析、资源管理、会商决策、指挥调度、效果评估的内部信息网、事件及时上报与反馈的远程数据交换网和发布预警通告并协调指挥、信息共享的外部移动通讯网的综合性广域网性质的管理信息系统设计。结论该系统能有效地规范突发事件的预警、报告与应急,提高工作质量和工作效率,最大程度地保护人民生命财产的安全;具有较强的实用性、科学性、经济性、安全性及先进性,具有应用推广价值。
Objective To develop and build a management information system whose basic functions are early warning, reporting, planning management, negotiation, decision and cooperative commanding of emergency resources and so on. To implement a highly sensitive dynamic surveillance, early warning and effective emergency response to public health emergencies. Methods A series of ripe technology of computer, GIS, epidemiology, bio-mathematic, new communicative technology and visual, OOD/P were applied. Results After two-year study and development, a set of computer network management information system with a characteristic of comprehensive wide-range network. The system included an internal information network, which contained baseline data collection, early warning analysis, resources management, decision, commanding and results evaluation, a long-distance data exchange net work, which contained reporting, and feedback of public health emergency and external mobile information net, which contained issuing early warning notice, cooperative command and information sharing. Conclusion The system can effectively standardize the technological process of early warning, reporting and emergency response to public health emergencies, thus improve the quality and efficacy of emergency response to protect the safety of people's life and property in the largest degree. It is practical, scientific, economic, safe, advanced and worthy to spread.
