公共安全与公共危机是一对悖论，公共安全意味着公共危机的有效管理和克服。作为公共安全的武装力量之一，警卫部队是天然的公共危机管理者，必须主动适应新形势新任务要求，认真考量公共危机引发的对警卫对象的安全问题，寻找警卫安全与公共危机管理之间的契合点，建立和完善警卫部队的公共危机管理体制机制。
