The following paper introduces the development process of highway construction bidding in our country, summarizes the problems often appeared in bidding, proposes countermeasures to standardize highway construction bidding, emphasizes that engineering bidding should take the award of contract with reasonable price as the principle and should perfect laws and codes, in order to bring the important role of bidding system into play in our highway engineering construction.
