The Protection for "the New Property" and the Construction of Service-Oriented Government

"新财产权"的保护一般应涉及到三层涵义:免受公权力侵犯;公平分配;有效增量。"新财产权"的保护不能只靠限制政府权力,相反,如何充分利用政府权力、恰当处理政府的"为"与"不为",是保护"新财产权"的最好手段。"新财产权"的保护应落实于当前服务型政府的建设之中。

The protection for ＂the new property＂ should refer to three meanings： preventing violation by public power, fair distribution and effective increase. Restricting government power is not the only way to protect ＂the new property＂. On the contrary, the best way to protect ＂the new property＂ is to fully use the government power and appropriately deal with the question of ＂to do＂ or ＂not to do＂ of government. The protection for ＂the new property＂ should be implemented in the recent construction of service - oriented government.
