Traffic Congestion Index and Its Estimation Standard Based on Travel Time

通过对国内外交通拥挤管理系统的研究与分析,提出了北京交通拥挤指数的概念、计算方法和评价标准。通过对北京地区的交通调查数据进行分析,表明定义的交通拥挤指数是合理的,可以用于评价单条道路或特定区域的交通拥挤程度。为交通拥挤管理、道路交通规划和居民出行提供参考。

Based on the research and analysis of domestic and international transportation management system, the concept of traffic congestion index was proposed together with the calculation method and its estimation standard. Compared with the investigated traffic data of several roads in Beijing, the congestion index showed excellent consistency with the investigated congestion degree, which indicated that the method and standard defined in this paper were reasonable and could be used to evaluate the congestion extent of a single road or a particular region, and could serve as a reference to traffic congestion management, traffic planning, and resident travel.
