高中阶段教育在义务教育和高等教育阶段起着承上启下的作用。但高中阶段教育的公平准则未能较好地体现,在整体上影响了教育的均衡发展。忽视高中教育的公益性、教育发展的动态性、教育公平与效率的相互依存性,是高中阶段教育公平缺失的主要误区。解决高中阶段教育的问题应当从制度设计入手,重点发挥政府的职能作用。

High school education plays an important role in linking the higher education and the compulsory education. But the principles of fair education in the high school period are not practiced well, which has affected the balanced development of education on the whole. Lack of fair education in the high school period mainly menifests itself in the ignorance of the following aspects： the welfare of education, the dynamics of educational development, interdependence of educational equality and efficiency. To solve the above problems, we should start from the institutional design and put the government into full play.
