摘要
当前在城管执法过程中,执法人员与小摊贩之间的矛盾冲突层出不穷,甚至有许多恶性暴力事件的发生。城管李志强被杀一案,引发人们的许多思考,城管执法的合法性受到质疑。为此,各地政府部门为改善城管执法,缓解社会矛盾,出台了许多新的措施,然而这些措施中有的不能根本解决问题,有的则违背了法治精神。只有在立法中贯彻、在执法中树立人本主义观念,城管执法才能得以顺利进行,社会才能更加和谐。
In the process of enforcement of city administration, conflicts between administers and flowing sellers appear from time to time. Even serious violent accidents happened. The case that the administer Li zhiqiang was murdered causes people＇s discussions. The legality of city administration is doubted. In order to improve city administration and reduce the social contradictions, the local governments enact several new measures. However, some measures can not solve problem basically, and some measures even violate the spirit of rule of law. Only ＂person - first＂ idea is set up in the enforcement of city administration, can it be carried on easily, and can the society become more harmonious.
