The dangerous innovations of US foreign strategy in the Age of 9/11 are as follows： Bush Doctrine as the guideline and basic principle; the establishment of New American Empire as the ultimate goal; overestimation of external threats as the pretext for implementing New American Empire strategy; preventive wars, regime exchange and democratic transformation in ＂rogue states＂ as the strategic means for the expansion of New American Empire. These mutually affected innovations have jointly brought about the following dangers： trampling principles of the contemporary international law such as equality of sovereignties and settlement of international disputes by peaceful means; exacerbating arms race and security dilemma; and threatening world peace and development.
