修改《村委会组织法》若干问题探讨

An Exploration into the Modification of the Organization Law of the Villagers' Committee

今年是《中华人民共和国村民委员会组织法(试行)》颁布20周年,全国人大常务委员会正式颁布《中华人民共和国村民委员会组织法》9周年,社会各界对村组法修改的呼声很高。从宏观层面分析认为对村组法进行"中改"最为适宜;从微观层面分析认为修改村组法重点是要完善民主决策、民主管理、民主监督的制度保障,特别是要完善罢免制度、加大对村民会议和村民代表会议的立法力度。

2007 saw the 20th anniversary of the Organization law of the Villagers＇ Committee （trial） and the 9th anniversary of the Organization law of the Villagers＇ Committee （formally approved by the Standing Committee of the National People＇s Congress）. So far, voices from all circles are heard to modify this law. From a macroscopic perspective, a corrsiderate modification to the law is regarded as the most suitable, while from a microcosmic perspective, it is agreed that more attention should be given to democratic decision-making, democratic management, and democratic supervision, especially to the dismissal system and the legislation of villagers＇ conference and villager representatives＇ conference.
