A Summary of the Research into Agriculture Scale-management

在建设社会主义新农村的背景下，现代农业自然成为新农村的产业基础，农业规模经营问题又一次成为热点问题。在协调发展理念的支配之下，人们从不同角度论证了农业规模经营的必要性；而在农业规模经营实现路径问题上则存在较多争议；土地制度变革在实现农业规模经营中处在核心地位，如何在不改变现行农业土地制度基本内核的前提下，内生出与农业规模经营相适应的土地经营制度是一个不容回避的问题。

Against a background of building new socialist rural areas, modern agriculture naturally comes to be the industrial foundation for new rural areas, therefore, agricultural scale-management becomes once more a hot issue. Guided by the rational concept of development, people have proved, from different angles, the necessity of agricultural scale-development; but in the meantime, they have got a good many arguments over how to achieve such a development. In achieving agricultural scale-development, the reform of land institution lies in the core position. For that reason, we are confronted with one more problem that is unavoidable, namely, how to bring about a system of land management and administration on condition that the present agricultural land system should not be changed and it should be suited to the agricultural land institution.
