摘要 网络中心战表现出一种新的思维模式,注重应用信息时代理论和技术提高部队的战斗力和军事行动的任务效能。从顶层概念和价值链等角度介绍了网络中心战在理论研究方面的最新成果"网络中心作战概念框架";从系统核心能力的角度出发,借鉴网络中心作战概念框架,提出并分析了支持网络中心战的C4ISR系统的评价指标体系。 The suitable metrics is very important to evaluate a given C^4ISR system, and the traditional performance index used to evaluate the platform-centric C^4ISR system cannot reflect the characteristics of network-centric warfare. This paper introduces and analyzes the conceptual framework of network-centric operation (NCOCF), the latest viewpoint of network-centric warfare in U. S Force. Furthermore, this paper provides a set of new index based NCOCF for evaluating C^4ISR system in network-centric warfare, the framework of those new index construed according to the key enable capabilities of network-centric warfare.
