输配电价格的最优管制模型研究

摘要 在重组后的电力工业中,输电网络仍将维持垄断状况,因而将接受管制机构的管制。国内外对输配电价格监管方式主要有两种:一是基于回报率的监管方式,二是基于绩效的激励监管方式。本文在分析研究价格上限管制模型的基础上,为了使管制方法能从传统的模式向激励管制模式过渡,将价格上限管制模型中初始价格的设置进行了修改。同时,针对我国电网的现状提出了兼顾电网扩容和服务质量的管制模式,通过一算例对权重因子设置理论进行了验证。 After the reformation of electric power industry, transmission network still maintains the monopoly status and will receive regulation. The electric power transmission and distribution price regulation mode mainly has two kinds: one is the regulation mode based on rate of return, another is the incentive regulation mode based on performance. To carry out the transition of regulation method from traditional mode to incentive regulation mode, the setup of initial price in price cap regulation model is amended based on the analysis of price cap regulation model, Aiming at the status of power network in China, the regulation mode which takes network expansion and service quality into account is brought forward and an example is used to demonstrate the theory of weight factor setup.
