摘要
采用资料统计和理论分析方法,对1994—2003年陕西省主要城市工业废气污染状况进行研究.结果表明,近10年来西安、咸阳、铜川等城市工业废气排放总量呈波动下降趋势,宝鸡、榆林、渭南等城市则呈上升趋势,尤以宝鸡、渭南增长幅度较大;西安、铜川、宝鸡等城市工业废气处理率呈上升趋势,咸阳、渭南、汉中等城市呈下降趋势.产生工业废气污染的主要原因为工业布局不合理、生产工艺水平低、企业环保意识差、政府环保力度不大、设施建设投入不够、管理执法力度不强等,即过多的考虑了当前经济效益,忽略长远经济发展.治理对策主要应为加强工业废气处理设施建设,加大废气处理力度,加强环境管理,从源头控制工业废气的排放量.
By using the methods of statistical analysis and theoretical analysis, this article researched on the pollution of industrial waste gas in Shaanxi province from 1994 to 2003. The results indicates that in recent 10 years, the total emission of industrial waste gas fluctuating decline in the city of Xi'an, Xianyang, Tongchuan etc whereas ascending trend is appeared in Baoji, Yulin, Weinan city etc, among them, the city of Baoji and Weinan have a great increase range. Through analyzing the change of treatment rate of industrial waste gas clearly show that treatment rate is high in the city of Xi'an, Tongchuan, Baoji city etc, moreover low in Xianyang, Weinan, Hanzhong city etc. There are main causes of production of industrial waste gas: unreasonable industry distribution, unadvanced production techniques, environmental protection consciousness is poor, environmental protection is loose and slack law enforcement. Emphasizes too much on the current economic profit instead of the long term effects. This paper puts forward some control countermeasures: strengthening the industrial waste gas processing facilities, increasing waste gas treatment and strengthening the environmental management to control the pollution of industrial waste gas.
