农村公路绩效评价指标体系的构建方法

Approach to Construction of Index System of Performance Evaluation About Rural Highway

为了客观、准确地评价农村公路建设项目从立项到运营的建设管理水平及其所带来的影响,在分析现有农村公路绩效评价指标体系缺陷的基础上,指出常用的建立在数理方法基础上的指标体系构建方法不适用,提出了按照价值—目的—目标—标准和指标的逻辑思路的指标构建方法,具体分析了当今社会主流价值观与农村公路所体现的价值观的对应关系,并确定了6个评价领域。结合延安市农村公路建设项目,推演出了延安市农村公路绩效评价指标体系。研究表明:农村公路绩效评价指标体系应从农村公路所体现的价值观角度出发进行推演。

In order to appraise the management level and influence about the construction of rural highway from the beginning to operation in objective and accurate way, on the basis of analyzing the defects of the existing index systems of performance evaluation on rural highway, the common index systems based on the methods of mathematics and physics were proved not to be applicable. The index establishment method in a logic way as values-goals-objectives-criteria and standards was given. A concrete analysis on the corresponding relation between social mainstream values and rural highway value was made; six evaluation fields were confirmed. Combined with the construction of rural highway in Yan＇an City, index systems of performance evaluation of rural highway in Yan＇an City were given. It suggests that the index systems of performance evaluation of rural highway should be set out from the values reflected by rural highway.
