摘要
改革开放以来,我国农村劳动力从边际生产率近乎为零的农业部门流大量地流向了边际生产率较高的非农部门,其流动规模不断扩大;但我国农村劳动力外流的的组织化程度相当低,严重影响了农村劳动力转移的经济和社会效益,致使农村劳动力外流并未达到理论预期目标,出现了城乡差距扩大、农村人力资本存量持续下降、农业生产女性化和留守儿童教育边缘化等问题。通过对农村劳动力外流的组织化管理效应理论分析,可以发现进行农村劳动力外流组织化管理,能极大提高农村劳动力转移的经济和社会效益。提出政府必须加强对农村劳动力外流的组织化管理,要进一步深化户籍制度改革,建立城乡统一的劳动力市场,要更加关注留守儿童的教育问题。
Since the reform and opening policy was taken,the rural labor force's emigration from agricultural section with extremely low marginal productivity to non-agricultural section with relatively high marginal productivity has been on the rise.But the inefficient organization seriously influenced the economic and social effect of transferring rural force,and the presupposed goal has not been achieved.The consequences are the gap between urban and rural areas is broadenlng,women labor is dominating in agricultural production,and the education of left-behind children has become marginalized.Through theoretical analysis,we can find that organization management of rural labor force migration can improve the social and economic effect.Therefore,the government must strengthen the organization management of labor force migration in rural China,deepen the domicile system reform,build a unified labor market for urban and rural areas ,and pay more attention to the education of left-behind children.
