丹江口水库移民遗留问题处理

Settlement of the remaining resettlement problems of Danjiangkou reservoir

丹江口水库建成后,由于种种原因,绝大部分移民未能得到妥善安置,产生了诸多遗留问题,长江委在长达十年的移民扶持中,从发展库区生产,提高移民生产技能和帮助改善生活入手,通过制定相应的优惠政策,加强组织领导,协调各方关系,改革移民资金管理办法,并严格资金管理等手段,使移民遗留问题处理取得初步成效。在总结上述经验的同时,还提出了进一步解决遗留问题的建议,即要提高处理遗留问题的标准,加大投资力度,提高投资效益,并希望全社会都来共同关心和支持移民工作。

After the Danjiangkou reservoir was completed,most of the relocatees from the reservoir area failed to be resettled well for various reasons,causing many remaining problems.In the 10 years of work to support the relocatees,the Changjiang Water Resources Commission achieved initial success in solving these remaining problems on resettlement by starting with developing production in the reservoir area,raising relocatees' skill in production and helping relocatees improve living conditions,and by constituting corresponding preferential policies,enhancing organization and leadership,coordinating relationships among various aspects,reforming the management of resettlement funds.Some proposals have also been put for- ward for further solving the remaining problems.These proposals are:raising the standards for settling the remaining prob- lems,enhancing the investment strength,promoting that the whole society is concerned about and supports the resettlement.
