摘要
由于信息技术的迅猛发展，改变了各行各业的传统工作模式。信息的无限量扩大、交通工具的便捷、互联网技术的充分应用，越来越要求各重要单位具备更加快捷的联络手段和应急处理能力。同时，由于各单位所属部门跨越的地域较广，彼此之间的距离较远，而且管理的复杂性和难度很大，因此，建立一个视频应急通讯系统就显得尤为重要。
Changes have happened te the traditional working modes in vari- ous industries due to the fast development of the information technology. Along with the enlarged information, the bettered transportntlen, and the wider use of netwerk, a more convenient communicative method and stronger emergency problem-solv- ing ability are in urgent need. At the same time, the management becemes more complex and difficult because of the longer distance and wider areas between different departments. Consequently, it becomes necessary to set up an emergency video communication system.
