一、问题的提出
2007年1月1日《中华人民共和国内河交通事故调查处理规定》（交通部12号令）已正式实施，它的实施将规范内河水上交通事故的调查处理和统计工作．使内河水上交通安全法规得到进一步的完善，使内河水上交通安全管理工作得到进一步提高。
On Jan. 1, 2007, ＂Regulations of People＇s Republic ef China Concerning the Investigation and Settlement ef Traffic Accidents en Inland Waters＂ officially teek effect. Its ImplomoOtlon will standardize the Investigation and summarization of the traffic accidents en Inland waters and also Improve the management and regulations of the Inlandwaters traffic.
