This paper analyzes the significance of interoperability of spatial data and the important stares of terrain visualization in GIS, and then explains the model of WTS and the process of delivering terrain data in WTS. At last the author details the way of developing a service prototype of the terrain visualization based on Web for implementing WTS using the technology of. net framework and theory of TIN.
