摘要
阐述了对中国水问题转型的5个方面的认识,指出应对水问题挑战的任务和要求,提出探索新的治理模式、实现体制机制创新的意见设想,探讨了推进治水模式转型的优先目标。
The understanding of water issues is explained in five respects. Measures and tasks for meeting the challenges raised by water issue are pointed out. Suggestions are made on exploring new management model and how to realize innovation of management system. Optimized target of promoting transition of management model is discussed.
