On People's Democracy Is the Life of Socialism

党的十七大报告提出"人民民主是社会主义的生命"的科学论断,这是对马克思主义民主理论与实践的丰富和发展,是在总结和汲取国际社会主义运动历史经验与教训基础上得到的深刻启示,是在新的历史起点上全面推进我国经济社会发展的现实需要。中国特色社会主义民主坚持中国共产党的领导、人民当家作主和依法治国相统一,坚持人民代表大会制度、中国共产党领导的多党合作和政治协商制度、民族区域自治制度和基层群众自治制度相统一,坚持党内民主、党际民主、群众民主相统一,坚持选举民主、协商民主、自治民主、监督民主等形式相统一,确保人民群众的民主权利得到最大限度的实现。要以党内民主示范和带动人民民主,使人民民主更具活力;不断健全社会主义民主政治制度,使人民民主更加有效;进一步扩大公民有序的政治参与,使人民民主更加广泛;切实加强社会主义民主法制建设,使人民民主更有保障。

The scientific statement proposed in the report of the Party's 17th National Congress that 'people's democracy is the life of socialism' is an enrichment and development for Marxist theory and practice of democracy, a profound revelation from experiences and lessons of the international socialist movements, and the realistic requirement to advance our country's economic development. The socialist democracy with Chinese characteristics sticks to the leadership of the Communist Party of China and the unity of people as the master and administration by law, adheres to the system of people's congress council and other system to ensure the maximum realization of people's democratic rights. We should establish the Party's democracy as the model for people's democracy to follow to make it more active; we should continually perfect socialist democratic system to make it more effective; we should further enlarge citizen's participation to make it more extensive, and we should strengthen the construction of socialist legal system to make it more solid.
