党的十七大报告提出"初次分配和再分配都要处理好效率和公平的关系,再分配更加注重公平"的理念,标志着实现初次分配公平成为全党共识。初次分配公平的理念具有重要的理论意义和现实意义,它深化了我们党对社会主义市场经济规律和社会主义分配规律的认识;有助于扭转我国居民收入差距偏大的局面,实现共同富裕;有助于推动我国经济发展方式、企业竞争策略的转变,实现科学发展。

The report of the 17th CPC National Congress proposed that 'both the primary distribution and redistribution should properly deal with the relation between efficiency and equity. The concept of primary distribution is of important theoretical and realistic significance, for it has deepened our Party's knowledge about the economic laws of the socialist market economy and socialist distribution law, helps swerve the situation with a relatively large gap between people's incomes to realize common wealth and helps advance the change of the economic developing mode and the enterprise competitive strategies to realize scientific development.
