村内公平发展与“新特区”建设——对重庆市北碚区澄江镇缙云村的调查与思考

On the Equal Development and Building of the "New Special Zone"-Thought after Investigation of Jinyun Village,Chengjiang Township,Beibei District,Chongqing City

通过对缙云村的实地调查发现,当地存在严重的村内贫富两极分化的问题。解决这一问题,是构建社会主义和谐社会的需要,能够带来社会基层的稳定与和谐。为此,可采取如下对策:政府统筹规划,积极引导,为村内农民提供公平发展的机会;发展壮大村级集体经济,为村内农民提供公平发展的经济基础;加强村内基础设施的建设,为村内农民提供公平发展的基本条件;建立合理的分配制度,为村内农民提供公平发展的制度保障;建立村内以及农民和政府的协商机制,化解矛盾,保证基层稳定和谐;重视农民的文化教育,提高村民的精神文明水平。

Based on a field survey at Beibei District in Chongqing City, the author finds that there exists serious polarization between the poor and the rich in the same village at present. To solve the problem can meet the demand in realizing equity of the socialist core value and bring grass-roots harmony as well as steady and sustainable development. To achieve this goal, the following measures should be taken: government makes overall planning and active guidance in order to provide equal developing chance for the farmers in the village; the collective economy and the infrastructural facilities both should be strengthened to provide economy base to provide basic conditions for equal development; rational distribution system should be established to provide system guarantee; consultation mechanism be established among the farmers and between farmers and government to settle disputes and contradictions and ensure stability and harmony in the grass-roots; lastly, much emphasis should be attached to farmers' education level so as to enhance farmers' quality of spiritual civilization.
