With the development of the economic globalization, the conflicts of uncoordinated, non - sustainable, underdeveloped economy around provincial border areas is conspicuous. This article attempts to exploit comparative advantages through an effective mechanism of division and cooperation, so as to accelerate the coordinated development of inter-provincials.
