由于汽车租赁行业监管缺失,贵阳市汽车租赁诈骗方式、手段呈现出多样化、复杂化、组织化的特点,对此公安机关应将汽车租赁行业纳入特种行业管理,构建信息网络,完善防范体系,群防群治,加大打击力度,严密路面查控,落实监管等一系列基本措施。
