政党是现代政治生活的中心,执掌国家政权是政党活动的根本目标。任何政党长期执政,都必须具备相应的合法性基础。中国共产党是中国特色社会主义事业的领导核心,是政治体系的执政力量。党的执政地位不是与生俱来的,更不是一劳永逸的。在社会转型期,中国共产党的执政合法性面临多方面的挑战。加强党的执政能力建设,是党执政后的一项根本建设。在党执政的历史方位发生变化的条件下,党要能长期有效地执政,关键在于加强党的执政能力建设,从而增强执政合法性。

The Party is the modern center of political life. Controlling the state power is the basic goal of the political party. Any Party who wants long-term being in power must have the enough political legitimacy foundation. The CPC is the cause of socialism with Chinese characteristics, core of leadership and riding party. The party~ riding status is not bern in God, also is not being held for ever. In social reforming time, the riding legitimacy of CPC faced with various challenge. Strengthening the Party＇s construction of riding ability after being in power is the basic construction. Under the changes of historical conditions of the party＇s being in power, the party wants to be long-term in power, the key lies in strengthening the party＇s construction of riding ability, thus to enhance its political legitimacy.
