摘要
文章首先从就医观念存在误区、社区医疗水平低、医疗机构之间利益驱动、制度保障缺失几个方面分析了双向转诊运作现状及存在问题的原因;然后又提出了完善双向转诊的思路;提高社区医疗服务水平、建立有限医疗保险机制、建立健全制度化管理、建立新型三级医疗网络体系。
The paper first analysis the status quo of dual referral and the causation of present problems. Then it bring forward the measures to perfect the dual referral from the four points of view： to enhance the service level of community health, to establish the finite medical insurance system, to set upand perfect standard management, and to establish newly three＇grade medical network system.
