家庭联产承包制与新农村建设——对大包干发源地垫湖村新农村建设状况分析

Study on the Relationship of Household Responsibility System and Building of New Countryside

以江苏省垫湖村为例分析了家庭联产承包制对新农村建设的影响。以小规模分散经营为主的家庭联产承包责任制极大地调动了农民的生产积极性,解决了温饱问题。现如今,市场经济取代了计划经济,农业生产的目的也转变为增收。小规模分散经营与规模经营相比,一方面生产成本高,商品化生产能力差,不利于农民增收,另一方面土地流转困难,农村基础设施难以改善。合作组织弥补了分散经营的部分制度缺陷,有利于新农村建设。

The paper studied the negative impact of household responsibility system on the building of a new countryside in Dianhucun, Jiangsu Province. Dispersed small-scale operation pattern mobilized the enthusiasm of the farmers greatly and resolved the problem of food and clothing. Planned economy is replaced by market economy and the target of agriculture produce is to increase farmer＇s income now. Compare to the scale operations, the dispersed small-scale operation lead to higher cost and poorer ability of products which impede increasing of farmer＇s income, and the difficult of land transfer and the improvement of rural infrastructure. Household responsibility system is not conducive to the building of new countryside. The coopera- tive supplied some gaps of household responsibility system and favored the building of new countryside.
