我国地区能源消费状况和发展战略

Area's Energy Consuming Instance and Advance Strategy Research of China

能源利用效率过低问题是我国当前经济建设亟待解决的突出问题。为此,我国政府在"十一五"规划纲要中专门制定了节能降耗战略。但是,由于相应的考核评价体系和政策法规不完善,没有引起地方政府和企业对节能降耗指标足够的重视,使得我国在2006年取得的成果十分有限。从此背景出发,本文根据我国不同地区的能源消费状况进行了聚类分析,并给出了相应的地区能源政策建议。

The low energy utilization efficiency is an urgent problem of our current economic construction. To solve this problem, our government made a specific energy saving strategy at the synopsis of 11 th five-year-plan （2006-2011） at the beginning of 2006. However, due to the incompleteness of the relevant assessing system and statutes, many local governments and corporations did not pay much attention to energy saving indexes at 2006, the beginning year of the 11th five-year plan and didn＇t make significant progress in there energy saving process. Starting from this background, this paper analyzed the condition of China＇ s different areas ＇ energy consumption by cluster analysis method and put forward relent energy saving strategy advices, which would be an important reference material to complete our energy saving assessment system.
