环境标准是以环境保护为目的而制定、实施的有关技术标准与规则,是国家为维护环境质量、控制污染而制定的各种技术规范的总称。它的产生有着其深远的政治、经济背景,具有合理性、歧视性、差异性特点,由于发展中国家制定的环境标准普遍偏低,容易被发达国家利用成环境壁垒和造成污染大量跨境转移以及损害发展中国家和企业的形象,因此面对环境标准造成的不良影响,我们必须采取措施加以应对。
