电力需求侧管理投入补偿机制研究

Study on compensation mechanism of DSM investment

有效的电力需求侧管理项目可以带来电力成本节约及能源节约及保护环境的效益。针对我国电力需求侧管理(DSM)投入补偿机制存在的问题,采用有无对比法分析DSM项目实施效益的分布情况。根据福利经济学中对经济活动外部性的补偿原理,提出在我国建立局部受益对口补偿和社会受益政府补偿的DSM投入补偿体系的观点,并对有效DSM项目投入补偿的主客体、补偿强度和补偿方式进行系统研究。

The effective programs of DSM can bring benefit of power cost saving, energy saving and environment protection. Aimed at the problem that the compensation mechanism of DSM investment in China, the benefit distribution of DSM by antitheses to build DSM invest- ment compensation system was analyzed, which partial benefit would pay partial compensation and the social benefit would be paid by government based on the compensation principle externality theory, the subject and object of compensation, compensation mode and channel about effective DSM investment were also researched systematically in the paper.
