政府采购领域商业贿赂行为的制度分析及对策

政府采购制度是规范政府采购行为的一项公共管理制度,但实践中在政府采购领域却存在严重的商业贿赂行为。基于制度经济学的原理分析认为,由于正式制度缺失和非正式制度的惯性、缺乏导致了政府采购领域的商业贿赂行为。这可以通过深化市场经济体制改革、完善政府采购法律法规体系和积极推行"以德治国"的理念来有效遏制商业贿赂行为。
