摘要
公共人力资源的开发利用是深化行政体制改革,构建服务型政府、法制政府、责任政府和阳光政府的重要基础和必要条件。而人力资源的开发利用则必须以人力资源的能力建设为前提条件,人力资源的开发利用成为其能力建设的动力、发展目标和基本途径。在公共人力资源能力建设中应特别关注创新能力的培养,处理好与执政党能力建设之间的关系。
The development and utilization of public human resources are the essential requirement and important foundation for deepening the administrative system reform, building service-oriented, legal and responsible government. This development and utilization must be based on the ability construction of the public human resources, and serve at the same time the motive force, development goal and basic route of their ability construction. In the ability construction of public human resources, close attention should be paid to the cultivation of innovation ability, and to the mutual relationship between the ability construction of public human resources and the ability construction of the ruling party.
