摘要
本文阐述了和谐社会的内涵和目标;针对我国经济社会的发展实践和现存的城乡、工农和贫富差异滞胀及"三农"问题困惑,提出了以加强小城镇建设为轴心的"三元结构"发展模式;此后,提出了发展小城镇,实现"三元结构"发展模式的对策和建议。
The paper dissertates the connotation and objectives of harmonious society; then in the light of Chinese economic and social developing situation, the existent growing differences between urban and rural areas, industry and agriculture, the rich and the poor and the puzzlement of the ＂Three Rural＂ issues, the authors advance a ＂ternary structure＂ development mode with the construction of small towns as the axes ; then the authors propose the countermeasures and suggestions on how to develop small towns and realize the ＂ternary structure＂ development mode.
