新农村建设视野下的农村社会保障制度的完善

Improvement of Rural Social Security System in View of New Countryside Construction

文章分析了我国当前农村社会保障制度存在的主要问题,提出了完善农村社会保障制度的对策:发展农村经济,增加农民收入;拓宽农村社会保障制度的覆盖面,逐步提高农村社会保障的社会化程度;健全农村社会保障体系;建立科学规范的管理体制;确保基金保值增值;加强农村社会保障制度的建设与立法工作。

In this paper, the main problems in current Chinese rural social security system are discussed, and the measures to improve the system are put forward. First, develop rural economy and increase farmers＇ income; second, widen the range of rural social security system and promote its socialization; third, implement rural social security system; fourth, establish scientific and standardized management system; fifth, preserve and increase the value of fund; last, strengthen the construction and legalization of rural social security system.
