《艾滋病防治条例》实施以来媒体及社会反应的调查分析

Investigation and analysis of the media's and social response to the implementation of The Regulation Of AIDS Prevention And Treatment

目的分析媒体对《艾滋病防治条例》颁布实施的反应,以及《条例》的颁布实施对社会的影响。方法从百度、Google等互联网搜索引擎和中国国家图书馆、内部资料性出版物全方位地收集《艾滋病防治条例》颁布前后各种媒体涉及《条例》的报道进行回顾性分析,依照报道文种、发布时间、报道的媒体种类等进行分类统计,在阅读基础上对报道内容指向进行分析研究。结果2006年第一季度《条例》报道数陡然增长,反映《条例》颁布后很快受到关注。样本中约74.5%为中文媒体;中文报道主要分布在国内212家媒体上,按媒体背景分类,其中政府背景及企业、商业性质的媒体分别占47.8%和39.8%;媒体按行业性质分类,则综合性媒体、医药卫生行业与其他行业媒体分别占39.6%、21.3%和29.5%;英文报道70%来自于西方媒体;样本中绝大部分报道对《条例》做了肯定性、客观报道,约占样本总数的98.1%,个别报道对《条例》肯定的同时提出问题、建议或不同意见,约占1.9%。结论初步分析表明,《条例》的颁布实施受到了社会各界的广泛关注,并在社会上引起了较大反响;报道中多数评论观点认为,《条例》的出台符合防治实践的需求。

Objective To analysis media＇s response to the implementation of the regulation of AIDS prevention and treat, and its influence on the society. Methods Information about the regulation was gathered from internet search engines, such as Baidu and Google, National Library of China and internal publications. All information collected were involved in all media reports related to the regulation as well as data were retrospectively analyzed. All reports were categorized according report style, dates of report and media type, etc.. Contents of all reports were analyzed and studied on the basis of studying them. Results On the first quarter of the 2006,the number of reports about the regulation increased tremendously. About 74.5% of the sample reports are from Chinese media. All Chinese reports were concentrated on 212 Chinese media. According to media background, there are in 47.8% media with government background, and 39.8% commercial media. Analyze according to media specialty, reports from comprehensive, medical and other media take 39.6%, 21.3% and 29.5% respectively. 70% of English reports from western media. Majority （98.1%） of the reports gave positive and objective comments to the regulation. A few （1.95%） raised questions, suggestions and different opinions after giving the regulation a positi,Ie report. Conclusion According to the primary analysis, it is showed that the implementation of the regulation drew great attention of the whole society and caused much response. Most of the media reports believe that the implementation of the regulation meets the need of prevention and treatment practice.
