基于技术和制度设计的我国农产品质量安全管理

摘要 概述了我国农产品质量安全的基本现状,并针对当前农产品质量安全体系存在的设备简陋、技术研发薄弱、检测成本偏高、检测标准不统一、从业人员素质偏低以及立法滞后、监管体制机制不健全甚至执法违法并存等问题,从技术和制度两个层面加以设计,提出了强化源头控制,严格市场准入,完善法律法规和监督执法体系,大力推进技术支撑体系建设等5项建议。 The present situation about the quality safety of agro-products in our country was discussed and five suggestions including strengthening the resource control, strictly permitting to enter the market, improving the system of the law and regulation, supervising and law enforcements, devoting major efforts to promote the construction of technique-supporting system based on the level of technique and institution were put forward in view of problems existing in the quality safety system of agro-products such as simple and crude equipments, lacking in the research and development of techniques, higher cost in determination, poor education in employees, the lagging of the legislation and the absence of supervising mechanism and institution in the paper.
