徐世昌与中俄铁路“自治会”交涉

On the Negotiation between Xu Shichang and "the Autonomous Group" of China-Russia Railway

1907年,沙俄在东清铁路哈尔滨等处擅设"自治会",竭力巩固并扩大它的侵略势力。时任东三省总督的徐世昌以维护国家主权为念,据法理与事实,与俄进行了针锋相对的斗争,做了大量而有实效的工作,终使沙俄蚕食中国领土的阴谋和野心受到了一定的遏制。尤为难得的是,时近中俄正式谈判阶段,虽身在东北,却早已被清廷任为邮传部尚书的徐世昌仍竭力周旋其间,并不以自身即将卸任而稍有懈怠。历史证明,作为东三省总督的徐世昌,对此次交涉的成功,起到了至关重要的作用。

In 1907, Russia set up ＂the autonomous group＂ arbitrarily in East-Qing railroad of Harbin. By this Ruasia could consolidate and expand its aggression . At that time Xu Shichang was appointed as the governor-general in Northeast Three Provinces, he not only struggled with Russia sharply but also did massive and effective work , which made Russian plot of nibbling Chinese territory and its ambition had received certain containment finally. And Xu Shichang has made important contribution which was indelible.
