As a form of industrial organization, industry cluster is highly valued technologically, economically and socially. Research shows that there is a close dialectical relationship between industrial duster and the development of economically underdeveloped area, on one hand industrial cluster is an effective model for economically underdeveloped area to increase its development levet, it lowers the cost to initiate or promote local industrialization process, on the other hand economically underdeveloped region is the hotbed for the traditional industrial cluster.
