The allocation of risk in PPP projects is the most important. But comparing with the traditional ways, PPP is more difficult to realize. There is many things to be prepared in the first stage of PPPs. It is important that risk allocation is clearly communicated and understood between the parties. The successful cases in Uk are studied. And a simple list of risk factors made, then the risks in PPPs are identified and categorized in this paper. The findings are helpful in making a good allocation of risk in the first stage of PPPs.
