摘要
我国矿产资源供需矛盾日趋尖锐,矿产资源的可持续利用日益成为公众关注的重点。我国正处于工业化中期阶段,矿产资源供需形势严峻,环境压力大,固体矿产合理勘查开发应采取双控论和合理域概念模型,建立矿业风险投资与决策支持系统,在原有循环经济"3R"原则基础上结合矿产资源的特点,在矿产资源领域发展"5R"循环经济,即遵循再发现、减量化、再利用、再循环、复垦五项原则以促进矿业的可持续发展。
China is in the middle period of industrialization;the situation of mineral resource supply and demand is rigorous;and environmental pressure is great.The paper proposes that rational exploration and exploitation solid minerals should adopt double control and reasonable region mode,establish system of mining risk investment and decision-making supporting;based on original '3R' principle of recycling industry,developing '5R'recycling industries in the field of mineral resources,this is,abiding by the five principles of rediscovery,reducing,reuse,recycling,and reclamation so as to promoting sustainable development of mining industry.
