在阐述WTO《补贴与反补贴协议》的基础上,分析当前中国频繁出现国外反补贴案情的原因,指出中国政府面对突如其来的国外反补贴指控,应该认真研究WTO《补贴与反补贴协议》内容,不断完善本国相关立法,并充分利用WTO争端解决机制解决已出现的贸易摩擦。最后论述政府和企业应对国外反补贴的对策。

In foundation of elaboration of WTO＇s Agreement on Subsidies and Countervailing Measures, the paper analyzed the reasons of current overseas counter-subsidy cases which frequently appears in our country, and pointed out that our government should earnestly study WTO＇ s Agreement on Subsidies and Countervailing Measures, unceasingly consummate our country correlation legislation, and solve conflicts by fully using the WTO mechanism solution. Finally it elaborated the countermeasures that the government and the enterprises should take for overseas counter-subsidy.
