欧美对华反倾销的特点、原因及对策

Traits,causes and countermeasures of anti-dumping by Europe and USA to China

在阐述近年来中国出口产品遭受的欧美反倾销立案次数频繁、产品范围扩大、税收幅度增加等特点的基础上,以相关的数据和事实为例,从中国出口结构、应对机制、市场经济地位等角度对欧美对华反倾销的原因进行分析,指出加入WTO后中国应当利用WTO有关规则来应对不公正的对华反倾销。最后论述中国针对欧美反倾销应采取的对策,如通过政府间谈判促使欧美尽早给予中国永久性市场经济国家地位,中国企业选择最有利于中方的替代国,利用WTO贸易争端解决机制维护中国企业正当利益等。

For the current situation of more frequent European and American anti-dumping cases against China covering larger product varieties and bringing about increased taxation, based on relevant data and real cases, causes were analyzed from the views of export structure, response mechanism and market economy status,etc. China should use WTO rules to response to the unfair ani-dumping by Europe and USA to China. Finally, the countermeasures to such unfair anti-dumping that China should adopt were suggested, such as obtaining recognition of China＇s permanent market economy status at an early stage by Europe and USA through intergovernmental negotiations, choosing the most favorable substitute country for Chinese enterprises, safeguarding the Chinese enterprise interest through WTO trade conflict resolving mechanism, etc.
