摘要
随着我国城市化进程的不断推进,城市经营作为一种全新的理念被越来越多的政府所关注和实践。城市土地储备是城市经营的基础条件和实现手段,城市经营对城市土地储备的区位、数量、方式等起指导和控制作用。二者的耦合互动推动了城市的发展,但二者的互动机制并不十分完善,其耦合关系还亟待改进。在分析城市经营与土地储备涵义的基础上,理顺了城市经营和城市土地储备之间的关系,探讨了二者耦合互动的意义与作用,最后针对现存问题提出了建立良性互动机制的建议。
Urban operation as a new concept has been emphasized and practiced by more and more governments with urbanization in China. Urban land reserve is the basis of urban operation and the means to achieve urban operation, and urban operation, in turn, guides and controls the location, quantity and ways of land reserve. The coupling interaction between urban land reserve and urban operation has promoted the development of cities ,but the interaction mechanism isn't perfect, the coupling relationship needing to be improved immediately. Based on an analysis of the meaning of urban operation and land reserve, this paper makes clear the relationship between them and conducts a research into the significance and effects of their interaction. The paper also offers some suggestions to establish a benign interaction mechanism.
