在村民自治背景下,基层党组织功能弱化现象普遍,主要表现在领导、管理、组织和教育等方面。导致基层党组织功能弱化的原因主要有基层党组织执政理念陈旧、执政基础薄弱、执政资源流失、执政方式落后等。因此,农村基层党组织必须实现角色的正确转换,提升执政理念;增强执政的合法性,巩固执政基础;明确"两委"的职权范围,丰富执政资源;提高党员干部素质,创新执政方式。从而提高自己的执政能力。

The function of grass-root organization of CCP becomes weak under the environment of peasant autonomy. This phenomenon emerges from some aspects on leadership, management, organization and education. The main reasons for weakening the function of grass-root organization of CCP contain that the staleness of governing idea, the weakness of governing basis, the loss of governing resource and the fogyism of governing mode. So, rural grass-root organization of CCP should carry out a correct role transformation, improve the governing idea, enhance the validity of governing, solidify the governing basis, ensure, the limits of functions and powers of Two Committees, enrich the governing resource, improve the quality of party members and cadres and inaugurate governing mode. Then, it will improve its own ability of governing.
